Kampala, August 19, 2026 — The Member of Parliament for Kongasis County in Bukwo District, Hon. Kapyagon Brian Besta, has appealed to the government to urgently intervene and help repatriate the body of a Ugandan citizen who drowned in Poland.
Raising the matter in Parliament today, Kapyagon said the deceased, identified as Kibet Allan, aged 30, was a Ugandan working in Poland before he drowned and died on August 15, 2026.
Kapyagon told Parliament that the deceased’s family had reached out to him seeking assistance, but was facing difficulties raising the money required to bring Allan’s body back to Uganda for burial.
According to Kapyagon, a pro forma invoice indicates that approximately US$15,000 is required for the repatriation of the body, an amount he said the bereaved family cannot afford.
“I want to request the Right Honourable Prime Minister to urgently look into this matter so that we have the body of Kibet Allan brought back for a decent burial here in Uganda,” Kapyagon said.

The appeal came after the Speaker of Parliament, Rt. Hon. Jacob Oboth Oboth, invited the Prime Minister to respond to the matter.
The Prime Minister acknowledged the request and said he would liaise with Kapyagon to obtain more details about the case before bringing it to the attention of President Yoweri Museveni for possible government assistance.
The Prime Minister said the government would examine how it could support the family during the difficult period.
The Speaker also urged the Prime Minister to support the bereaved family, noting the importance attached to bringing deceased Ugandans home for burial.
The intervention by Kapyagon comes as the government continues to respond to concerns involving Ugandans living and working abroad, particularly cases requiring consular assistance during emergencies and bereavement.
Kapyagon thanked the government for its commitment to protecting the rights and interests of Ugandans in the diaspora and called for urgent action in Allan’s case to enable his family to give him a decent burial in Uganda.
