Kapchorwa Secondary School management has announced plans to release teachers who are not on the government payroll, citing financial challenges and difficulties in raising funds to sustain their employment.

In a notice dated October 21, 2026, issued by the office of the headteacher, the school says the affected teachers, including private, Parent-Teacher Association (PTA) and Board-employed staff, will be released at the end of the current school term.

According to the notice, the decision follows the government’s provision of capitation grants to support the running of Universal Secondary Education (USE) schools, alongside the payment of teachers on the government payroll.

The school management also cites declining contributions from parents, saying some have reportedly refused to pay school fees and PTA contributions on the grounds that the government provides free education.

The notice further states that the school can no longer raise sufficient funds to sustain privately employed teachers and will instead maintain staffing with a limited number of teachers paid by the government.

Affected teachers have been directed to prepare handover notes, clear with their respective departments and return all school property by the last day of the term.

The school board has expressed appreciation to the affected teachers for their service.

The notice was copied to the Chairperson of the Board of Governors and the District Education Officer for Kapchorwa District.

The announcement raises questions about staffing and the sustainability of education services in USE schools, particularly where government funding and parental contributions may not be sufficient to meet all operational needs.
