The Ministry of Local Government has directed the immediate interdiction of seven senior officials in Bukwo District, following concerns raised during a meeting convened by Local Government Minister Balaam Barugahara on August 27, 2026.
In a letter dated August 31, 2026, Permanent Secretary Ben Kumumanya instructed the Bukwo District Chief Administrative Officer to interdict the officials to pave way for investigations by the State House Anti-Corruption Unit and other relevant government agencies.
The officials named in the letter are:
- Eng. Cheptegei Joel – District Engineer
- Dr. Kukuriza Enock – District Health Officer
- Mr. Batya David – Principal Internal Auditor
- Yapchesang Mary Florence – District Education Officer
- Mr. Kiprotich Philemon – Acting Chief Finance Officer
- Mr. Kitiyo Frankline – District Production Officer
- Mr. Araptai Joseph – Senior Procurement Officer
According to the Ministry, issues raised against the officials include gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety, which it says have greatly compromised service delivery in Bukwo District.
The Permanent Secretary says the interdictions are intended to allow investigations to proceed without interference.
The directive cites Section (F-s) 14 of the Public Service Standing Orders, 2021, and orders that the interdictions take immediate effect.
The move comes just days after Minister Balaam’s visit to Bukwo, where he held meetings with district leaders and inspected a number of government projects and service-delivery facilities. The minister’s wider anti-corruption campaign has already resulted in disciplinary action against local government officials in several districts.
