BALAAM ORDERS INVESTIGATIONS INTO BUKWO DISTRICT OFFICIALS OVER ALLEGED MALADMINISTRATION
Bukwo, August 28, 2026 — The Minister of State for Local Government, Hon. Balaam Barugahara, has announced a raft of administrative actions against several Bukwo District officials including, calling for investigations into allegations of misconduct and poor service delivery.
Speaking during his visit to Bukwo District, Minister Balaam said a number of officials would be required to step aside or face investigations to allow for what he described as a fair, impartial and transparent process.

Among those named are the District Education Officer Mrs Yapchesang Mary, the District Inspector of Schools Mr Kusuro Isaac, the District Health Officer Mr Kukurisa Enock, the Senior Procurement Officer Mr Araptai Joseph, the District Production Officer Mr Kitiyo Frankline and the District Engineer Mr Joel.
The minister also mentioned a former CAO identified as Walomoi Jimmy Jose who is currently the CAO Moroto, whom he said should be recalled from Moroto and step aside to allow investigations into his alleged conduct while serving in Bukwo.
Balaam further directed that officials connected to procurement and other district operations should be investigated, saying more names could be revealed in the coming days.
The minister also raised concern over an alleged ghost teacher discovered at Chesower Secondary School visited by the team. He said the teacher, as well as the school leadership allegedly responsible for failing to report the matter, should face investigation.
Balaam said the actions were being taken in response to concerns raised by the local population and with the support of the President, emphasizing that the intention was to allow investigations to establish the facts.
He warned that officials found culpable after investigations would be charged in court, with their ultimate fate left to the judicial process.
The minister said the government would provide more details and potentially announce additional actions within the coming week.
He appealed to residents to support the investigations, saying they are intended to improve accountability, transparency and service delivery in Bukwo District.
