President Yoweri Kaguta Museveni has challenged National Resistance Movement (NRM) Members of Parliament to return to grassroots methods of leadership, urging them to regularly engage citizens, monitor government programmes and directly address challenges affecting communities.  President Museveni, who is also the NRM National Chairperson, made the remarks on Friday, October 2, 2026, while addressing the NRM Parliamentary Caucus at the Kololo Independence Grounds in Kampala.  The meeting was the fourth of the first session of the 12th Parliament and was held as NRM MPs returned from a three-week parliamentary recess.  President Museveni also cautioned the lawmakers against corruption and urged them to embrace the grassroots approach to fighting the vice being championed by the Minister for Local Government, Hon. Balaam Barugahara.  He said Hon. Balaam’s approach was practical and not expensive, citing it as one of the earlier methods that helped the NRM build its support among citizens.  “Some people miscalculated, but slowly we have taken the role in fighting corruption in the army and now we are beginning to wake up. Hon. Balaam is implementing what I have been talking about all the time,” President Museveni said.  The President said the NRM gained the confidence of the people because its leaders were directly involved in addressing problems at community level.  “What Balaam and Nameere are doing; they are fighting corrupt people. That is why I put them into the local government. We fought corruption in the army and now the vice has been in the villages,” he said.  He urged MPs to organise barazas and other grassroots engagements in their constituencies instead of relying on highly organised events that, he said, could create a disconnect between leaders and citizens.  “I appeal to you to interact with the people directly. You will see, it will be easy to solve people’s problems easily. This business of bringing food, water and musicians to sing, it is because you have detached from the people. But deal with the problems. So please go back to the work methods of the NRM,” he said.  He recalled the 1996 elections, saying he almost missed the nomination deadline after being delayed in Nakasero and eventually had to use a boda boda with his wife to beat the 5pm deadline.  MPs tasked to monitor PDM:  On wealth creation, President Museveni tasked MPs with closely monitoring the Parish Development Model (PDM) in their constituencies to ensure that intended beneficiaries receive the funds meant to help them enter the money economy.  “On the issue of PDM, check your areas. Check the families which have got the PDM money and those that haven’t gotten so that we cover the 33% of the people that are not yet in the money economy,” he said.  He urged MPs to ensure that the Shs1 million PDM revolving fund reaches the intended beneficiaries and to spend more time in their constituencies monitoring its impact.  “You as leaders make sure that this one million shillings reaches the people. Inspect that. That is your work as MPs. Spend more time in your constituency checking how your people are getting out of poverty,” he added.  On insecurity in the Greater Ankole region and neighbouring areas, President Museveni directed the Ministry of Internal Affairs and security agencies to investigate and address reported cases of killings and theft.  He cited reports of more than 15 people being killed in Ibanda, cattle theft in Kyankwanzi and theft in Kagadi as matters of concern.  “The police are supposed to be in the sub-county. I will look into the issues of theft and killings in the villages that are being reported. It is a concern. I have been watching crimes on TV,” he said.  President Museveni said he would engage the police leadership to address gaps in policing and security.  On agriculture, he said irrigation should no longer be treated as optional, arguing that it is necessary to stabilise production and increase yields. ...

President Yoweri Kaguta Museveni has urged Ugandans to embrace tourism and other productive sectors as alternative avenues for increasing household incomes, saying the industry offers vast opportunities for communities and individuals across the country.  The President made the remarks today while presiding over the national celebrations to mark World Tourism Day 2026 at Mbale Secondary School Grounds in Mbale City, held under the theme “Digital Agenda and Artificial Intelligence to Redesign Tourism.”  President Museveni said tourism is among the lucrative service industries, particularly for households with limited land for commercial agriculture, and encouraged communities to position themselves to benefit from the sector’s wide economic multiplier effect.  He contrasted the size of the global tourism industry with the coffee market, saying tourism presents economic opportunities on a much larger scale because it supports a broad chain of activities, including accommodation, transport, food, entertainment, guiding, cultural enterprises and other services.  The President also commissioned the Mbale Wildlife Conservation Education Centre, commonly known as Mbale Zoo, established by the Uganda Wildlife Authority (UWA) to promote wildlife conservation education and tourism in the Elgon Sub-region.  He commended UWA for establishing the regional facility, saying it would contribute to raising awareness about wildlife conservation while creating another tourism attraction for residents and visitors to the region.  President Museveni further urged residents of the Elgon Sub-region to take advantage of the country’s four broad wealth-creation sectors—commercial agriculture, manufacturing and artisanship, services, and Information and Communication Technology (ICT)—to improve household incomes.  He said Uganda’s socioeconomic transformation depends on households participating in productive economic activities rather than relying solely on subsistence production.  President Museveni also unveiled a Tourism Conservation Strategy for the Elgon Sub-region, with emphasis on protecting forests and wetlands from encroachment and degradation.  He warned that environmental destruction threatens Uganda’s tourism industry because forests, wetlands, wildlife habitats and other ecosystems form an important foundation for the country’s natural attractions.  The President called for stronger conservation measures, particularly in the Elgon region, noting that changes in weather and temperatures demonstrate the importance of protecting the environment.  He observed that temperatures in the region have changed significantly compared with conditions experienced in the 1960s and called for greater utilisation of Uganda’s geographical advantages, including its latitude and altitude, while safeguarding the ecosystems that sustain them.  President Museveni described wetland encroachers and people involved in deforestation as enemies of Uganda’s tourism development, warning that environmental degradation could undermine the country’s tourism potential.  The President also reaffirmed the Government’s commitment to developing last-mile infrastructure to tourism sites across the Elgon Sub-region and the rest of the country.  He said Uganda had made significant progress in establishing the basic conditions necessary for tourism growth, including peace, security, road connectivity and other supporting infrastructure.  The next priority, he said, should be extending roads, electricity, water, communication networks and other essential services to tourism attractions to make them more accessible and unlock their economic potential.  He said communities surrounding tourism sites should be positioned to benefit from increased visitor numbers through enterprises and services along the tourism value chain.  Bugisu Anthem for East African Federation:  During the celebrations, President Museveni also proposed that the Bugisu Anthem be considered as a possible anthem for the proposed East African Federation if the region’s long-term political integration aspirations are realised.  He praised the anthem’s lyrics and melody, highlighting its cultural significance to the people of Bugisu.  Tourism goes digital: ...
