Bukwo RDC Recalled to Office of President Amid Investigation Into Shs220 Million Retaining Wall

The Office of the President has recalled the Bukwo Resident District Commissioner, George Owanyi, to its headquarters in Kampala pending investigations into recent developments in Bukwo District.

The recall follows a heated confrontation between Owanyi and the Minister for Local Government, Balaam Barugahara, during an anti-corruption rally held at Amanang Playground in Bukwo District.

The incident came shortly after the RDC commissioned a retaining wall at Kapkoros Health Centre III, a project reportedly valued at 220 million shillings.

Questions were raised over the project, with concerns that it allegedly did not provide value for money. The matter was subsequently highlighted during the minister’s engagement with residents on corruption, accountability and service delivery.

In a statement posted on social media, Minister for the Presidency Milly Babalanda confirmed that the Office of the President had recalled Owanyi to headquarters to appear before the Rewards and Sanctions Committee, pending investigations.

Babalanda said the Deputy Resident District Commissioner will take charge of the station in the meantime.

She also emphasized the importance of discipline and teamwork among all staff serving under the Office of the President.

An official letter dated August 27, 2026, signed by the Secretary, Office of the President, Haji Kakande Yunus, directs Owanyi to report to headquarters on Friday, August 28, without fail for further consultations and guidance.

The letter cites ongoing issues and developments in Bukwo District requiring urgent attention and effective administrative handling. It further states that the situation in the district had “spilled out of your control.”

The RDC’s recall comes as authorities continue to scrutinize issues of accountability and service delivery in Bukwo, with the circumstances surrounding the Shs220 million Kapkoros Health Centre III retaining wall among the concerns attracting attention.
