Kapchorwa, August 31, 2026 — The Ministry of Local Government has ordered the immediate interdiction of 19 officials from Kapchorwa District and Kapchorwa Municipality to pave way for investigations into alleged gross negligence of duty, abuse of office, mismanagement of public resources and possible financial impropriety.
The directive is contained in a letter dated August 31, 2026, signed by the Permanent Secretary in the Ministry of Local Government, Ben Kumumanya, and addressed to the Chief Administrative Officer of Kapchorwa District.
According to the letter, the interdictions follow a meeting convened by the Minister of Local Government in Kapchorwa District on August 29, 2026, where a number of issues were raised against the officials.
The Ministry says the alleged misconduct has greatly compromised service delivery in the district.
Among those interdicted are District Engineer Eng. Musobo Joseph, District Education Officer Owen Kweko, District Inspector of Schools Juma Sokuton, District Production Officer Felix Sabila, Principal Human Resource Officer Patrick Mwanga, District Agricultural Officer Phillip Cherop, District Water Officer David Olal, and District Land Officer Martin Chemusto.
Others are District Staff Surveyor Ms. Damalie Cherotich, Kapchorwa Municipal Engineer Eng. Bob Cherop, Physical Planner Julius Efyang, Principal Education Officer for Kapchorwa Municipality Dan Siwa, Sipi Town Council Town Clerk Robert Butala, and District Fisheries Officer David Chepsikor.
The second group includes Municipal Human Resource Officer Hellen Chemutai, Procurement Officer for Kapchorwa Municipality Bernard George Kitiyo, Secretary to the District Service Commission Abas Chekwot, In-Charge of Kabeywa Health Centre III Martin Sikuku, and Wheel Loader Operator Stephen Sorowen.
The Permanent Secretary has instructed the Chief Administrative Officer to implement the interdictions with immediate effect, in accordance with Section F-S 14 of the Public Service Standing Orders, 2021.
The interdicted officers will face investigations by the State House Anti-Corruption Unit and other relevant government agencies.
The directive has also been copied to the Minister of Local Government, Minister of State for Local Government, Inspector General of Government, Head of Public Service and Secretary to Cabinet, Head of the State House Anti-Corruption Unit, Resident District Commissioner for Kapchorwa, and the District Chairperson.
The interdictions mark a major escalation in the government’s ongoing scrutiny of service delivery and management of public resources in Kapchorwa District.
