Bukwo District, September 16, 2026 — The Chief Administrative Officer (CAO) of Bukwo District, Juma S. Nkunyingi, has directed all Heads of Department to initiate the process of blacklisting and suspending companies accused of poor performance in the execution of government works, supplies and consultancy services in the district.

The directive is contained in a letter dated 14 September 2026, addressed to all Heads of Department.

According to the CAO, the action is being taken in accordance with Section 94 of the Public Procurement and Disposal of Public Assets (PPDA) Act, which provides for action against providers who fail to perform contractual obligations with due diligence, provide substandard or defective works, or fail to meet required quality standards. PPDA also confirms that suspension of providers is handled by the Authority following recommendations from procuring entities or investigations.

The letter follows the 27 August 2026 public baraza at Amanang Playground, held during the visit of the Minister for Local Government to Bukwo District. The CAO says the Minister expressed concern over value for money and directed immediate administrative action against companies found to have executed shoddy work or provided unsatisfactory services.

The CAO has therefore instructed Heads of Department to begin the process of identifying and initiating action against companies involved in substandard works, supplies and consultancy services.

The letter has been copied to the Minister of Local Government, Permanent Secretary in the Ministry of Local Government, Bukwo District Chairperson, RDC, DISO, Principal Assistant Secretary, Chief Finance Officer and District Internal Auditor.
